In local elections the IEC adds votes across the ward, PR and district ballots, so we show valid votes per ballot instead of one "votes cast" total.
A district management area had no council of its own: its residents voted only for the district council. The IEC publishes that result under its DC 40% field.
Turnout is calculated as votes cast ÷ registered voters on the district-council ballot, the only ballot here (1 665 of 1 777). The IEC publishes 93.7%.
The change beside the headline is the difference between the leading party's share here and its share in the 2000 election for the same municipality, both from the IEC's counts, with no votes re-allocated between boundaries.
