It would best to SAPS or Law Enforcement, but try to determine where the noise is coming from, at least a closer range will narrow down where to go if there is any response from SAPS. Try Google maps, take a screenshot of the area you suspect, and mark it. We live just on the other side close to Devon Valley, dogs barking into the wee hours of the morning is nothing strange, but a dog in distress has a very different bark. Trust your instinct, it is always right.
